E-government is not separated from more general policy goals such as administrative efficiency, savings in state procurement or citizen participation among others. That is why political actors should be considered, by assessing their power resources and the way they use them for reaching (or avoiding) the goals of a particular ICT policy. This paper describes a model for measuring actor’s resources, and assessing the feasibility of public policies. This model is applied to e-government projects in Costa Rica and Chile.
